To occupy small children, a simple drawing would be given for them to outline in yarn. This particular drawing would be given to young lower class students to celebrate the founder of the kindergarten movement. Kindergartens became a popular cause for upper class ladies.
The picture is captioned, "Card Issued to Scholars on Froebel's Birthday, In Memory of the Father of the Kindergarten."
